Portugal will get more than **EUR 101.5 million under the EEA & Norway Grants 2014 – 2021**, being one of the 15 Beneficiary States across the EU in this new funding cycle, to have signed the **Memorandum of Understanding** with the Donor States (Norway, Iceland and Liechtenstein).

Out of the total budget, approx. EUR 62 million will be dedicated to the private sector, via two programmes: **Blue Growth, Innovation and SMEs** (EUR 38 million) and **Environment, Climate Change and Low Carbon Economy** (EUR 24 million).

Under the Blue Growth, Innovation and SMEs programme, the main programme areas are **Business Development, Innovation and SMEs**, **Research** and **Education, Scholarships, Apprenticeships and Youth Entrepreneurship**, which will aim to support increased value creation and sustainable growth**.** This programme will be managed by the **Directorate General for Maritime Policy** in cooperation with **Innovation Norway**, **the** **Icelandic Centre for Research, Research Council of Norway and the Norwegian Centre for International Cooperation in Education. **

Under the Environment, Climate Change and Low Carbon Economy programme, the main programme areas are **Climate Change Mitigations and Adaptation** and **Environment and Ecosystems** aiming to mitigate and reduce climate change. This programme will be managed by the **General Secretariat of the Ministry of Environment** in cooperation with **Innovation Norway.**

These programme areas open excellent opportunities for organisations in Donor State countries interested to partner on bilateral projects in the areas mentioned above, together with partners from Portugal.

**Further programme areas** of less direct relevance for the private sector are:

• Work – Life Balance  
• Domestic and Gender Based Violence  
• Good Governance, Accountable Institutions, Transparency  
• Cultural Entrepreneurship, Cultural Heritage and Cultural Cooperation  
• Civil Society

The total **EEA & Norway Grants** budget allocated to Portugal, including the funds for Bilateral Relationship and Technical Assistance, amounts to **EUR 108.5 million.**
