The EIC Opens Defence & Dual-Use Funding: What Founders, Investors and Policymakers Need to Know
The European Innovation Council has opened a new chapter for European defence and dual-use innovation. Following its June 2026 update, startups, SMEs and small mid-caps developing technologies with both civilian and defence applications can now access EIC Accelerator grants of up to €2.5 million, equity investments of up to €10 million, and dedicated STEP Defence Scale Up equity funding of €10–30 million for larger growth rounds.
This shift comes at a critical moment for Europe’s deep-tech ecosystem. Defence and dual-use technologies are being driven by a sovereign procurement super-cycle, growing European strategic autonomy priorities, record VC and growth equity appetite, and increasing M&A activity by defence primes seeking AI, cyber, autonomy, space, sensing and advanced systems capabilities. Recent market signals include mega-rounds for companies such as Helsing, Quantum Systems and Isar Aerospace, alongside strategic acquisitions by groups including Safran, Rheinmetall and KNDS.
At Winnovart, we track fundraising activity, investor appetite, strategic acquisitions, public funding programmes and emerging technology sectors across European deep tech. In this article, we examine what the EIC’s Defence & Dual-Use funding update means for founders, investors and public-sector stakeholders—and why it signals a broader transformation in Europe’s strategic technology landscape.
